Chocolate Cake With Caramel Milk Chocolate Frosting

For the cake you are going to need nonstick vegetable oil spray, 2 cups sifted cake flour, 1 cup unsweetened cocoa powder, 1 ? teaspoons baking soda, ? teaspoon salt, ? teaspoon baking powder, 1 ? cups golden brown sugar, 1 cup plus 2 tablespoons unsalted butter at room temperature, 3 large eggs, 1 tablespoon vanilla extract, 1 cup plus 2 tablespoons buttermilk, ? cup lukewarm water, and 1 cup semisweet chocolate chips.
